However, residual chemical spills, volatile toxic gases, and damaged building structures pose easily overlooked secondary injury risks, and the site environment remains complex and hazardous.

In actual management, many companies tend to let their guard down during the cleanup phase, believing that the most dangerous outbreak stage has passed, and thus arbitrarily lower the standards for wearing Personal Protective Equipment (PPE). This laxity in management is often the primary cause of poisoning, suffocation, or mechanical injuries among cleanup personnel.

Before cleanup begins, safety managers should reassess site hazards, including the properties and concentrations of residual chemicals and any changes in the physical environment. The cleanup plan and PPE selection should be based on that assessment rather than on experience alone.

Where unknown hazardous gases, oxygen deficiency, or potentially IDLH conditions may be present, workers should use positive-pressure atmosphere-supplying respiratory protection such as SCBA, based on atmospheric testing and the site-specific hazard assessment. Particulate respirators must not be used as a substitute for protection against unknown or oxygen-deficient atmospheres.

Chemical accidents are often accompanied by equipment damage or structural deformation, and there may be loose components or falling object risks overhead. Therefore, all personnel entering the cleanup area must wear compliant safety helmets in accordance with standards to ensure head protection and prevent accidental impacts in complex environments.

During cleanup, high-pressure water guns, heavy machinery, or cutting equipment are typically used, which generate continuous high-decibel noise. Managers must equip workers with appropriate hearing protection such as earmuffs or earplugs to prevent irreversible hearing damage.

Cleaning up after a chemical incident is a demanding test of an EHS program. Hazards should be assessed before work begins, and PPE must be selected for the actual contaminants and tasks, then worn correctly throughout the cleanup. This is essential to protecting the health and safety of cleanup workers.

The typical cases of illegal chemical production published by the Ministry of Emergency Management expose the harsh safety environment at illegal sites. From an EHS management perspective, this article discusses the appropriate selection and provision of respiratory protection and head protection at chemical sites, as well as key points for on-site supervision.

Recently, the Ministry of Emergency Management released multiple typical cases of illegal chemical production. These cases not only severely disrupted market order but also exposed the extremely hazardous safety environment at illegal production sites. In these dens lacking basic safety facilities, workers are often in dangerous situations without any protection, posing a huge threat to their lives and health.

The most prominent risk at illegal chemical production sites is the fugitive emission of hazardous gases. Due to the lack of compliant ventilation and detoxification facilities and process controls, the working environment is often filled with high concentrations of chemical vapors and dust. In such enclosed or semi-enclosed spaces, personnel are highly susceptible to acute poisoning, and even serious accidents such as fires and explosions can occur.

In the face of complex chemical gas environments, appropriate respiratory protection is the core of ensuring personnel safety. Ordinary medical masks or particulate respirators cannot filter toxic gases. Enterprises must equip employees with respiratory protective equipment with dedicated gas filter cartridges based on the types and concentrations of chemicals at the site. In environments where oxygen concentration is unknown or oxygen-deficient, positive-pressure self-contained breathing apparatus must also be used to cut off the route of toxic substance inhalation at the source.

In addition to respiratory risks, physical and chemical splash injuries at chemical sites cannot be ignored. Illegal production sites often have chaotic material stacking, and when container leakage or minor reaction upsets occur, chemical splashes are highly likely. Therefore, standardized head and face protection is crucial. Safety helmets with face shields can not only resist impact from falling objects but also effectively protect the face and eyes from corrosive liquid injuries.

These typical cases also serve as a wake-up call for EHS management in enterprises. One reason illegal production persists is the laxity of frontline site management. Safety management personnel must incorporate the correct fit and use of PPE into the focus of daily inspections, eliminate the phenomenon of having equipment but not wearing it or wearing it incorrectly, and ensure that protective measures are implemented in every operation step.

Workplace safety requires consistent legal compliance. Chemical enterprises should regularly assess occupational hazards at the work site, update PPE requirements as conditions change, and train employees in correct fit, use, inspection, and maintenance.

Chemical and hazardous chemical enterprises operate in complex work environments with multiple overlapping risks. From an EHS on-site management perspective, this article explores risk-based selection approaches and management misconceptions for respiratory, head, and hearing protection, helping enterprises build a personal protection system based on risk assessment.

Chemical manufacturing and hazardous-material operations can involve toxic releases, fire and explosion hazards, and high noise. EHS and procurement teams need a PPE program based on the actual hazards rather than standard issue lists or past practice. In workplaces with overlapping hazards, PPE must be selected as part of the overall risk-control strategy.

In chemical production and storage areas, VOCs, acid gases, and fine particulates may present respiratory hazards. Respirator selection should be based on air-monitoring data, contaminant type, and concentration. The correct cartridge or filter and facepiece must be selected, and fit testing carried out where required to verify that the respirator can provide the intended protection.

In addition to invisible chemical risks, physical injuries cannot be ignored. Chemical plant areas have dense pipelines and frequent three-dimensional cross operations, and the head faces dual threats from falling object impacts and accidental collisions. In flammable and explosive areas, head protective equipment also needs to have antistatic performance to avoid secondary accidents caused by static electricity accumulation. Therefore, selecting head protection products that meet standards and adapt to the special on-site environment is a key part of site management.

Furthermore, areas such as chemical pump rooms and compressor rooms have long-term high-intensity mechanical noise. Hearing damage is hidden and irreversible, often overlooked by frontline employees. When implementing hearing protection, enterprises should not only provide earplugs or earmuffs with appropriate noise reduction ratings but also pay attention to employees' wearing comfort and communication needs, thereby increasing their willingness to actively wear protection in noisy environments.

In actual site management, the biggest misconception is often that "distribution equals compliance." The vitality of personal protective equipment lies in correct fit and use. Safety management personnel need to shift their focus from simple material procurement to wearing training, on-site supervision, and regular consumable replacement mechanisms. Only when employees understand the principles of protection can safety systems be transformed into conscious actions.

Chemical-plant safety requires a systematic approach. Risk assessment, risk-based equipment selection, and strict site controls must work together. By continuously improving respiratory, head, and hearing protection, organizations can reduce worker exposure and support safe, reliable operations.

Especially in high-risk scenarios like hazardous chemical storage, reactor operation, and pipeline maintenance, frontline workers may still be exposed to danger even when wearing Personal Protective Equipment (PPE), due to improper selection or incomplete protection. In recent years, accidents caused by missing protection or equipment failure have been common, exposing deep-seated problems in enterprise PPE management.

One common hazard is insufficient respiratory protection. Many enterprises, when dealing with volatile organic compounds or sudden leaks, rely only on ordinary particulate respirators, which cannot effectively block toxic gases. Some workers even remove their masks without authorization due to long-term discomfort, greatly increasing the risk of inhalation. In addition, in confined space operations, where oxygen concentration changes combine with toxic gases, acute poisoning or suffocation can easily occur if a suitable supplied-air respiratory protection system is not provided.

Head and hearing protection are also often neglected. Noise levels in chemical plant areas generally exceed standards, and long-term exposure can lead to hearing damage. However, some enterprises only provide disposable earplugs, lacking a comprehensive consideration of noise reduction levels and wearing comfort. At the same time, physical risks such as falling objects and equipment collisions are frequent during maintenance operations, and ordinary safety helmets may not meet the specific environmental requirements for impact resistance and electrical insulation, especially posing greater risks in electrical operations.

Another prominent issue is the lack of daily management and maintenance of protective equipment. PPE is not a “wear once and forget” solution; problems such as expired gas filter cartridges, failed facepiece seals, and degraded earmuff elasticity are common. If enterprises lack regular inspection and replacement mechanisms, even the most advanced equipment may be rendered useless. More critically, workers lack sufficient knowledge of correct PPE wearing methods, such as not performing seal checks on respirators or not fully rolling and inserting earplugs, resulting in significantly reduced actual protective effectiveness.

Facing the above challenges, enterprises should establish a PPE selection mechanism based on risk assessment. First, it is necessary to clarify the hazard types and exposure levels of different work scenarios, such as distinguishing between dust, vapor, and splash exposure forms, and then match the corresponding protection levels. Second, priority should be given to equipment that meets national standards and is certified, ensuring basic safety performance. In key areas such as respiratory protection, head protection, and hearing protection, professional protection solutions can be referenced to improve overall protection reliability.

In addition, training and supervision are equally indispensable. Enterprises should regularly conduct PPE usage training to strengthen workers' risk awareness and operational standards, while establishing an end-to-end management process for equipment issuance, inspection, and replacement. Only by combining technical selection with management execution can accident rates be reduced and worker health and safety be ensured.

In chemical production environments, head, hearing, and respiratory protection are often simplified as ‘just having them is enough,’ but the actual risks go far beyond what is visible on the surface. Starting from typical scenarios, this article analyzes the key links that are easily overlooked in PPE configuration for chemical enterprises.

Although enterprises generally attach importance to safety investment, there is still a tendency to “emphasize form over substance” in the configuration and management of Personal Protective Equipment (PPE). Many accident investigations have shown that improper use or incorrect selection of PPE is often an important cause of injury escalation.

Head protection in chemical scenarios is often simplified to simply wearing a safety helmet, but in actual operations, splashing chemicals, high-temperature steam, or corrosive liquids may penetrate through gaps in the helmet or the material itself, causing scalp burns. Especially in non-routine operations such as maintenance, cleaning, or sudden leakage, ordinary safety helmets cannot provide comprehensive protection. In such cases, head protection systems with integrated chemical-resistant face shields or corrosion-resistant materials can significantly enhance the level of protection.

Hearing protection presents its own challenges. Chemical plants often have continuous high noise from compressors, pumps, and valves. Long-term exposure can damage hearing and interfere with communication. Some sites rely only on disposable earplugs and overlook whether earmuffs or other protectors may provide more suitable attenuation and comfort. Hearing protection should be selected from noise-exposure data and the actual task.

Respiratory protection is the most easily misjudged aspect of chemical PPE. Many enterprises rely on general-purpose particulate respirators to cope with various gas environments, but when facing volatile organic compounds (VOCs), acid gases, or low-oxygen environments, such equipment is ineffective. True respiratory protection requires selection based on the types of hazardous substances, concentrations, and exposure times in the work environment. For example, in confined spaces or emergency leakage response, supplied-air respirators are more reliable than filtering respirators.

In addition, the daily management of PPE is often neglected. Improper storage of equipment, failure to regularly check expiration dates, or lack of cleaning and maintenance can all lead to reduced protective performance. Enterprises should establish a full-lifecycle PPE management system, including issuance registration, usage training, regular replacement, and scrapping mechanisms, to ensure that the equipment used by every employee remains in an effective state.

Finally, PPE fit testing is crucial. Different face shapes, head circumferences, and ear structures significantly affect protective effectiveness. Enterprises should promote individual fit assessments to avoid a "one-size-fits-all" distribution approach. Only through formal risk assessment and systematic configuration can PPE be transformed from a compliance requirement into a substantive safety barrier.
